Organisations involved
The partners immediately involved in the initial development of themes are:
- Worcestershire County Council
- West Mercia Police
- NHS Worcestershire
- Worcester University
- Wyre Forest District Council
- Bromsgrove District Council
- Redditch Borough Council
- Wychavon District Council
- Malvern Hills District Council
- Worcester City Council
- Worcester College of Technology
- Probation Service
- Hereford and Worcester Fire and Rescue under the Worcester Partnership.
A number of other groups are involved in a broader initiative, pursuing the issues across the whole of civil society. This group includes the third sector, business community and the church.
Themes
- Areas of highest need – working on one micro-geographical area in each of the six districts using a common ethodology for financial deep dives, business process analysis etc to address the total public sector input and objectives.
- Property assets review – optimising the property assets of all sectors, focussing on joint/common use to deliver both functional efficiency and service delivery which is in the right place for citizens.
- Cross-organisational review – either NEETs or alcohol abuse (including health issues, community safety, criminal justice etc).
In addition to these operational themes the Worcestershire Partnership sees the development of leadership and partnership across the sectors as a pre-requisite to genuinely transformational change and is pursuing this with key leaders from across the county.
Aspiration for the work
The pilot will focus efforts on a range of themes where there is greatest need in the area, such as tackling obesity, reoffending and road safety; as well early intervention for ‘high contact’ families receiving multiple support such as for times of family breakdown or unemployment. The total place will also see if there is potential to make savings through better management of capital assets and sharing back-office services.
What Worcestershire is currently doing?
The programme lead and other key leads have been appointed and:
- PID signed off 17 July
- Total Place work integrated with broader Leading the County initiative through Programme Board
- Partners and stakeholder briefed and invited to contribute
- First Transformation Workshop ran on 24 July
- Local spend from public sector agencies determined from published accounts
- Collation of spend from government department underway
- Liam Byrne visited 22 July
- Key Leaders (Shenstone Group) first meeting on 18 August
